The 98 installation CD might be bootable. You can try it by inserting the
disk and restarting the laptop. Make sure that the laptop BIOS is set up to
look at the CD drive for a bootable disk.

Otherwise, go he
http://www.bootdisk.com/bootdisk.htm

and download a utility that will allow you to create a bootable CD.

If the laptop was made during or after 2004, you're probably wasting
your time.

You won't find win-98 drivers for the important components (chipset,
wifi, graphics).

there is no floppy drive just a CD drive and I do have a 98 disk.

If the hard drive is easily accessible, I'd remove it and connect it to
another computer and pre-format it and pre-load it with a copy of the
win-98 CD. Copy everything else you can to the drive as well, like
drivers (assuming they exist).

I know how to make a boot disk on a flopy but my laptops
don't have floppies.

The file to download is the utility that allows you to create a bootable CD.
Once you have booted with the CD you can create a bootable hard disk with
drivers for the CD drive, as per the documentation at that site.

Go into the BIOS setup, find "Boot Sequence" and make sure
it is set to "CD, C:". If it isn't, change it and save the new settings.
Then insert the Windows 98 CD and restart the computer. If this
doesn't help, please repost with more information, including the
manufacturer and model of the laptop.
