I am having problems with Win98 Applications opening
 

I am looking at a computer for a friend and none of the
applications in the control panel will work. The
hourglass comes up for a second then disappears but no
programs open (ie, Add/delete programs, add hardware,
etc) Also some of the programs do not open such as Dial
Up Networking, etc. Even the My Computer properties won't
open when you right click on Icon and properties.
Any suggestions???

See if this helps:
Extract a new copy of RUNDLL32.EXE from either your Windows 98 CD or from the CAB
files on your hard drive, whichever you have, to the Windows folder, using the
"Extract one file" option of System File Checker (SFC).
