Intermittent Internet Explorer Performance

I have DSL 933 Mhz P3 Processor running 98 SE. I'll open
internet explorer, and it will work really fast for like
a minute, then for the next 30 seconds, it won't go
anywhere. Then after 30 seconds have passed, it takes
off again. There are no errors, no messages, just
erratic internet perfomance. It doesn't seem to affect
downloads as my downloads seem to keep at a constant
speed, it doesn't seem to come from heavy loading because
I can run anything else full speed while waiting for
Internet Explorer. It's like my Internet Explorer is
taking too many work breaks too often or something. It
never completely stops working though, and when it is
in 'on' mode, the speed is quite fast. When in 'off'
mode, nothing loads in Internet Explorer whatsoever.
