Hardware Detection always hangs on 28%

I am performing a clean Win98SE install on a Supermicro P6SBU mobo.

During the initial Windows 98 Setup routine, on the Hardware Detection
screen it says:

"Windows is now detecting non Plug and Play hardware in your
computer..." (It goes on to provide more general info, but I've
snipped it here for brevity.)

This hardware detection process always stops at 28% - I've tried 4
clean install attempts and this happens every time.

When this problem occurs, I am able to turn off the computer and
restart it, and the installation continues and appears to succeed, but
I strongly suspect that *something* is wrong somewhere. The reason
why I think this way is because I have successfully clean-installed
Win98SE on to two absolutely identical Supermicro P6SBU boards and I
did not encounter any problem like this.

I have tried changing the RAM stick and also tried 4 different
graphics cards, but the problem persists. There is nothing else
plugged in to the mobo, except for the floppy, hard & optical drive.

Inside the BIOS, I have set up my "usual settings", which is to
disable SCSI, serial ports and parallel port.

The one thing I haven't tried yet is to change the CPU, but I think
this is probably a "long shot".

Thanks very much for any thoughts, best regards, Robert.
