Can i remove Win 88 completely?

I have a PC running Win98 1st edition, and have an OEM Copy of Win98 SE (minimum spec for broadband router software) but cant instal SE due to the 1st edition being installed.
Is there a way to completely remove Win98 to instal the SE version?
