Can't upload wallpaper

Whenever I try to put an image as the wallpaper on my
desktop the screen freezes. I pres Ctrl+Alt+delete to end
task, but sometimes I have to restart the computer. How
can I stop it from freezing everytime I want to change the
wallpaper?
