Links do not work
 

When trying to click on the links to other pages, a box that looks like the IE box appears, but i cannot get to the link. This is the same thing when lookin at email (outlook express 6) I click on a link and nothing happens. I am running win98 2nd edition, outlook express 6 and IE 6.0 I did notice that I only have 46 % resources available. This is a dell machine that I upgraded from 95 to 98. Any suggestions?
