Video Problem
 
Video Problems –
Problem 1:
I have been having some OE:0028 type error problems. The error problems are
not the reason for this post. Now, when I try to restart my PC after an
error message, there are times when a screen of blue dots appears. After
rebooting or restarting again, I can get back to a normal screen. I mention
this because it applies to my Problem 2.

Problem 2:
Now, when I view some (not all) pages on my PC they appear as if they have
not been fully loaded. Words in some documents are out of focus and the
images appear splotchy. In some images I think I can see the blue dots in
the background. In other images I do see another image in the background.

This problem has just occurred after I tried to go through some PC fixes to
try and fix my error problems. I use Windows Me.

Is there a fix for my video problem?

After my posting, I found out what my problem was. I could not find a way to

Video Problem
 
Here is what I think my situation was. When trying to fix my error problems,
I opened the System Configuration Utility and clicked on Diagnostic Startup.
After doing that, I had two problems. My screen had reverted to a 640 X 480
resolution and my video was splotchy. The splotchy video problem turned out
to be my color setting. It had reverted to 256 colors. By changing it to 16
bit, my video problem was solved.

Now, I may be wrong on this, but I think when I clicked on Diagnostic
Startup, my system, by default, changed my resolution and color settings.
Perhaps, someone can confirm this for me. If that is not true, then I have
no idea how my settings changed.

Diagnostic Startup is exactly that - it loads a subset of drivers, *chosen
by you*.
Unless you specifically chose drivers and other items to activate at the
startup elsewhere in the MSCONFIG utility, then effectively nothing but the
basic minimum drivers would be installed - and Video basic drivers are VGA
640x480 16colour
I suggest turning OFF the Diagnostic mode, and reverting to Normal Mode

Thanks for confirming. Maybe you can respond to this question. During some
Startups and Restarts I was receiving OE:0028 error messages. I tried a
number of minor maintenance steps to fix the error problems without any
success.

However, after doing the Diagnostic Setup and resetting my resolution and
color settings, my error messages mysteriously disappeared. Was I just lucky
or do you see a connection to all this?

It could simply be that the switch to diagnostic startup and back forced a
reinstall of the video drivers - which are the most common cause of 0e:0028
faults that I am aware of. Your actions in that period would make it more
likely that such a thing happened.
