i want to wipe the whole system and start afresh, i have read the manual that

Ah - you may be out of luck, unless you can get your floppy to work, or can
replace it (standard units, cost about £5) There is almost no way that you can install a Win9x Operating system without a floppy disk boot somewhere along the way - unl;ess you are lucky enough to have one of the relatively few where the OEM created a bootable CD for the purpose (and to judge from your description, yours isn't one of them).
