How to downgrade from winxp to win98se without floppy or boot disc?

I have an old Compaq Presario 5600i with around 300MB of available RAM,
which is ideal for running Win98, but not much else. I tried running
WinXP on it but found it to be intolerably slow and want to downgrade
to Win98 again. The problem is that the floppy drive has since died,
so I can't make or use a Win98 startup floppy disk. The QuickRestore
CDs that came with the system no longer seem to work (each disc I put
in asks for "disc 1" and neither disc seems to think it is disc 1).

I have a copy of Win98/WinME on an MSDN Universal Subscription disc,
but unfortunately that disc, being part of the MSDN subscription set,
is not bootable. Everything on it is in a subfolder called "English".
When I open it in XP and try to run D:\English\SETUP.EXE, I get a
message saying that the downgrade is not possible from WinXP.

When I called Microsoft, they told me that they don't have a copy of a
bootable ISO image and that I would have to "borrow it from a friend".
I don't have any friends with an old copy of Win98.

How do I install Win98 on this machine now?

I believe you can get a bootable ISO image with CDrom support from:
www.bootdisk.com

Spend $6 for a floppy drive and put it in--usually four screws once you open
the case.
