Su0013 hell (win98 First & Second Edition)

Would be very grateful to anyone who can get me out of SU0013 hell,
i.e. Windows 98 setup cannot continue cause of NTFS or other non-fat
partition hell (its wrong...it just THINKS its not a Fat or Fat32
partition (tried both!!!).

I cannot remember everything I have already tried, but will list as
many as come to mind, and after that include some specifics about my
system. Even if you can't offer specific solution, looking for
possible causes I have overlooked:

Already tried:

-Microsoft Knowledge Base
-Fat and Fat32
-deleting NTFS partition that resided on same disk
-reformating
-fdisking and reformatting
-disconnecting Promise Ultra 133 card
-switching hard disks
-shutting off and disabling various components
-uninstalling bootmagic
-installing from windows and from Dos
-disconnecting and disabling Zip drive (external)

System Components:

Intel 1.6 Ghz processor, 768Mb Rdram memory (yes, entry was made so
Windows thinks only 512Mb present), Mag LT565 monitor, Turtle Beach
Sound Card, 2 Western Digital Hard Drives and 1 Maxtor Hard Drive.

Any ideas appreciated, just please don;t be offended if I tell you

If you boot to DOS and do FDISK / Status, what is the response (verbatim)?

If you have ever had any non-standard partitioning on the disk then I would
recommend starting over with a scrubbed disk - ZAP or WIPE at this site will
scrub the disk of all partition information:
http://www.chicorporation.com/support/IBM.html

Don't forget that boot sector virus protection must be turned off in BIOS
setup before attempting to install Windows.

I wasn't able to download "Zap" or "Wipe". For some reason the website
says they're not available, despite giving a very good description of
what they do.
However, one thing I have not tried yet is writing zeroes to the disk.
I have always been very careful about NOT using EZ Drive or anything
like it (that's why I bought my first Ultra 66 Controller Card), and
in fact used Maxtor's boot disk the other day which said that EZ drive
was not-installed. But I suppose its possible that at some point
during some experimentation I could have put it on. Still highly doubt
it as Partition Magic didn't like it at all.

And as for Partition Magic and Bootmagic, I did uninstall Bootmagic
(which made no difference) and recreated all partitions from scratch
with Fdisk earlier. Am wondering if there's a downloadable application
that can detect whether anything like EZ Drive is residing on my PC.
Either that, or I'll find something equivalent to Zap or Wipe and try
that.

Thanks. I was able to download both Zap and Wipe from link you
provided. I used Zap, then created brand new Dos partitions, but
unfortunately, no change as far as SU0013 error in either DOS or
Windows setup attempts.

I haven't tried Wipe yet, but am skeptical now that the hard disks
have anything to do with the cause and probably no virus issues. I
guess that's a good thing, but still stumped as to what could be the
culprit.

I doubt this sheds any light, but neglected to include the entire
[SU0013] error message, so am doing that he

Same message in DOS and Windows, and I searched the Internet (for
"046:OCCASUWIN" and variations of it) for several days before posting
here, but oddly nothing came up.

Before the setup error showed up, I was getting a BSOD upon shutdown
citing CDSV4d and Voltrack VXD's. Most of the searches for that seemed
to indicate a Win95 (not 98) issue. So, I decided to try reinstalling
Win98 over itself just to see what would happen, and reached a deadend
with the first SU0013 and an infinite number afterward. Since even DOS
install on "zap"'d disk fails, I'm no longer as concerned with the
shutdown BSOD's anyway...unless they point toward any particular
hardware device or software application.

Just before this whole thing started, I had traded locations of my two
internal CDRW's, an older HP9100i and a rather generic (but more
recent) Digital Research model. However, it has been so long prior to
this since I tried to install Win98 (years) that many other changes in
software and hardware occured and its difficult to isolate a cause.
And... by the way... I restored both devices to their original
locations after the SU0013's began, and it didn't make any difference
(unless I need to clear something out, but DOS wouldn't care ...right?

Well... if you think anything I've mentioned here either implicates or
rules out something, please let me know.

ZAP and WIPE do exactly the same job, so if one doesn't make a difference
then the other won't.

I presume that FDISK then went through exactly as you would expect it and
you were able to create the partitioning how you wanted it.

I would recommend stripping the machine down to the minimum required to run
setup (including removing extra memory modules, if appropriate, and
disabling unneeded devices in device manager). Then run hardware
diagnostics, and try the install again. If it succeeds, you can add back or
re-enable hardware items one at a time.

Oops - the unneeded devices should, of course, be disabled in BIOS setup.

Try this utility after you have Fdisked and formatted. It also gives
you partition information. Put it on a floppy.

1) Backup First Track 2) Restore First Track
3) Reset EMBR area to zero 4) Reset MBR to zero
5) Install standard MBR code 6) Set a partition active
7) Change active hard drive 9) Capability Check
E) Exit

Try Resetting MBR to zero then install Standard MBR.
To backup the first track the diskette must be writeable.
Make sure you are using Fdisk and Format from a Win98 Startup
diskette.
