What does an error code of 10 mean when one uses msinfo32 and highlights
Problem Devices and the
right pane shows

The usual reason for a Code 10 error in the Device Manager is due to the
necessary drivers for the device not being installed. Have you tried
reinstalling or upgrading the graphics drivers for your motherboards
graphics chip? If you are using an add in graphics card did you perhaps
forget to disable the built-in graphics chip in the motherboard's bios?

KB 125174 - "Explanation of Error Codes Generated by Device Manager"
(http://support.microsoft.com?kbid=125174) has this to say.

"Code 10
If the device has a "FailReasonString" value in its hardware key, that
string is displayed as the error message. The driver or enumerator places
this registry string value there. If there is no "FailReasonString" in the
hardware key, the following generic error message is displayed:

This device is either not present, not working properly, or does not have
all the drivers installed. (Code 10)

Try upgrading the device drivers for this device.

To resolve this error code, make sure the device is connected to the
computer correctly. For example, make sure all cables are plugged in fully
and that all adapter cards are properly seated. Follow the suggested
solution button and update the device driver. It may be possible to remove

Could it be that the graphics card is bad?

My husband put the computer together and at first he put the signal cable
from the monitor into the wrong spot which is the spot for video. The
monitor of course would not come on, then he moved the signal cable from the
monitor into the proper spot. Could the signal cable pluged into the spot
for the grapics/video damaged the graphics card?

Thank you everybody for your suggestions. What is funny is that I never had
these problems with our other Dell and I have reinstalled Windows ME on it
about 3 times. It has the same Intel Graphics card but is a different model
with the Pentium --not a Celeron processor. Hopefully something will come
up but think I have exhausted this subject on the newsgroup. Even though I
have not found the answer I always feel that I go away knowing more than I
did before.

Susan, if the computer is displaying any video at all, the graphics chip on
the mainboard is probably not damaged.

I think you should retry to install the latest Intel driver for your
particular video chip. Note that this file is rather old, as this chip is
obsolete now.
See the link from my previous post and retry the updating.

Typically, this involves downloading the install file, eg., to your newly
created folder, C:\Windows\Drivers\Intel\Graphics, and running it, which
will automatically place all the needed driver files in the desired folders,
usually Windows\System, and Windows\INF. When you reboot, you will be using
the new video driver, and can configure the video system, as desired, using
the Display applet. You may see some new features in the applet, due to the
updated driver. Set the resolution, color depth, and refresh rate to those
desired. Confirm that the correct monitor driver is installed to enable all
the monitor's features.

"Patience and persistence" are the key.

I have tried reinstalling the drivers. Dell moderator ChrisM has helped me
locate the drivers from the Dell site and I have searched for the proper
drivers using the Service Tag on the Dell site. The Intel graphics card is
part of the Dell motherboard so there is not a problem with loose
connections. The downloaded files are unzipped, placed in folders, the
installation is completed, the computer reboots, but I still have the yellow
exclamation mark. I can go into the driver file details and the File Version
4.13.01.2759 reflects the driver version I downloaded and installed.

I have also tried the drivers from the Intel site. I have not had any luck.

I have patience and persistence!

New light on the situation. There are two spots for the monitor cable to
plug into. One would be the Intel Graphics card which is part of the
motherboard. I cannot get the monitor to display anything when plugged
into this spot. This is the spot which my husband first tried before I did
anything to the computer. The other spot is connected to a Radeon Graphics
card. The monitor will display with this one.

You have two graphics chips, the one on the motherboard and the other on
the ATI Radeon card. Since you are not using the graphics chip on the
motherboard and you should disable this in the bios.

Would this clear up the problem with the Intel and the color depth problem
which is limited to 16? Do I need to go to Dell documentation somewhere to
figure out how to disable it in the BIOS?
