no Shut Down option
 
I recently reinstalled Windows 98SE, and since I usually
leave my PC on permanently, I never checked about
Restarting or Shutting Down. Now when I pressed the Start
button, I discovered I don't have a Shut Down option. Any
ideas anybody?

no Shut Down option
 
Open regedit.exe to this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies
\Explorer.
In the right hand pane, look for an entry named: NoClose and right
click and delete it.
