Presumably you are referring to the 'standard' (MS or OEM) opening and
closing screens, and not 'undesirable' pictures caused by downloading
malware/spyware/scumware etc., from questionable web sites.

The WinMe startup 'splash' screen is contained in the IO.SYS file.

However, there is also the WinMe splash itself, called SULOGO.SYS in
WIN_19.CAB which is not _normally_ installed. If this file is installed, the
'splash' will be extracted from this file rather than the IO.SYS file.
(BTW - The SULOGO.SYS file allows OEM's etc., to modify it and substitute
their own 'splash' instead of MS)

Regarding the shut down 'splash' - the orange text on a black background
'It's now safe to turn off your computer" message, then you need to search
for and replace LOGOS.SYS in your Windows folder. A fresh 'original' copy of
the file can be found and extracted from the NET4.CAB folder on your WinMe
CD using the extract utility in msconfig.exe.

If you use a graphics 'file viewer' to look at these files, you might notice
that the aspect ratio looks 'wrong'. (The width is only half of that seen
during the start-up/shut-down screens) This is by design and has to be taken
into consideration if you decide to make your own opening and closing
'splashes'.
