how to stop popups on IE of windows me

I have 4 queations and i appreciate any help :)
Q1.can anybody let me know how to stop popups on my IE which always annoy me
q2.Whatbest version of IE can i use for windows me which does not give me
problems
Q3.if it is a sign of virus or malaware what are the good free virus and
malaware protection tools can i download and be safe.
Q4 My system very slow how can i make it faster as it already has a max
physical ram in it (512 mb).

Please help??
