Windows bypass startup files and loads in Safe mode
 
Pls help! After installation of Win Me on formatted HDD of
notebook Windows only loads in safe mode with initial
black screen message "Windows is bypassing startup files"
though if during very start F8 is pressed, appears dialogs
about each registry or files load confirmation and, if
confirming everything, it loads OK.
Maybe it results from low, almost dead battery (notebook
now is always hooked to main socket) and some power
management or contoller BIOS faults?
Pls help!

Have you installed the notebook-model-specific drivers from the
manufacturer ?

No, should I, Rick?
And what specific drivers should be installed -
motherboard, power management or any other?
In control panel everything seems OK.
Also msconfig file boot confirmation menu is unchecked by
default.
What else, maybe some near absence of battery gives a
signal to load into Safe mode?

Windows bypass startup files and loads in Safe mode
 
Run msconfig.exe and on the General tab, confirm that 'Normal startup - load
all device drivers and software' is selected.
