Unable to create new folders using Explorer

The command for creating new folders have gone missing from the "File" menu
in the explorer on My Win 98 SE system. In fact, the command seems to be
missing entirely and the only way for me to create new folders (or any other
new objects such as documents or other filetypes) is to launch a DOS command
prompt and do i "manually" using the mkdir DOS command.

I suppose that this problem is Registry related but I have no Idea what to
search for in the Registry in order to re-add the command to the File menu.

I'm would be very greatful for any help with this Problem
