windows quick launch bar moved on the top of screen(why), how to place it down? I tried to drag it, and manipulate in various ways, but this not helped, I cannot hook the top part to put it down.. thank you.

Defrag.. still many questions for 98 by One day
Maybe done to death, but I still cant find an answer to many defrag questions. Lets use me and my computer as a test post. 1)Have 98se with four partitions, (a and b not counted) 2)C: primary, others are mainly for storage/utilities etc. 3)C: also has 8gig or so, (give or take) and is where 98se...
