Win98 keeps restarting on shutdown by

Can anyone tell me how to fix this problem? We have been working to clean
up an older computer; antivirus, spyware, adware removal, disk cleanup,

Javascript function.
Are they all attempts of "Shadow.dll" exploits? If so, should they
