Are updates/svc paks for 98SE available on CD-ROM? How can I obtain them?

I just got thru wiping out a nasty FLUX virus and in the battle, my appdbg.exe file is no longer there. I am guessing the virus renamed it or something. My cheap system never came with original disks or CD's so I cannot simply reinstall the file. Could one of you zip it to me? THANKS
