i have windows 98se but everytime i turn it on it says error with explorer and it never starts

opening my computer I receive the folloowing error message during start up "128 unknown error (code5)" and I can not go any further. Any ideas how to solve this or what it is?

When my grandson defrags his computer it keeps going to 100% complete and a message pops up that the information has changed and is starts again and again. It never stops.
