A required.ddl file, MSUCIRT.DLL, WAS NOT FOUND. This window appears every time I boot up my computer. What causes this and how can I fix it?

Sometime, the Windows will have the error after the startup. A Fatal exception OE has occurred at 0028:C00372B1 in VXD IFSMGR(01) + 000038ED. The current application will be terminated. I've search the error in Microsoft website but cannot found the exactly error. Anyone can help ?

About two times out of three W98SE hangs up after it fills out the Enter Network Password Dialog Box. When it doesn't hang up it takes 3 to 6 minutes before the Desktop appears. Any suggestions to make it start-up more reliably and ideally faster? Lois
