i have windows 98se but everytime i turn it on it says error with explorer and it never starts

I have word 97 and recently tried to spell check and got a message that I was missing msgrEN32.dll. What is this and can I do somethinf so that it will spellcheck again. Spell check doesn't work in outlook either.
