what is the correct way to upgrade from win98 SE to Win 2000 Professional?

I cannot send e-mail or attach to my e-mail in Verizon browser or Outlaook. I can receive email in both. This only happens on my winbdows 98 sec edition machine. I can sent and receive e-mail on my windows NT machine just fine. Please help!!!!
