Looks like Micro****'s news server is finally dead by 98 Guy
I don't know exactly when it happened (could have been yesterday, could have been a few weeks ago), but msnews.microsoft.com doesn't seem to be carrying any newsgroups. It's still on-line, but not carrying any groups.

Hi All, I have installed Skype 3.8.0.188 on a Win98SE system, and now have it working with the test call. It wasn't a simple operation in my case. It took repeated attempts of installation to get the installer to actually finish the installation.
