I have downloaded a website builder on my Windows 98 computer and I am getting the error mssg. "Application or DLL can not be loaded on Windows 95 or 3.1. It takes advantage of unicode features only available on Windows NT". Is there a fix or workaround I can download to resolve this...

System information reports: MS Windows 4.10.1998; Upgrade using full OEM CD /T:C:\WININSTO.400 /SrcDir=D:\WIN98 /IZ /IS /IQ /IT /II /NR /II /C /U:xxxxxxxxxxxxxxxxxxxxx I assume this means windows 95 was upgraded using a full version of windows 98?

I can only restart my computer normally when unplugging both of my IDE Controllers from the mother board. I can start up in safemode. How do I fix this so I can reboot normally with both controllers plugged in?
