Defragment hangs - doesn't go past 2% by

When Defragmenting my hard drive it never goes past 2%. After reaching 2%, it
loops back to 0. Disk Scan also fails.
Disk Scan says that it has been interrupted ten times by a progarm writing

Hi. In my directory, there is c:windows/temp folder. It
contains many, many subfolders. Can these be safely
deleted? My disc clean up does not remove them so I am
concerned I will mess up my computer if I delete them.
