Hey-I have had alot of serious poblems with my windows 98 and I would like to format it and I was wondering is it the same way you format a windows Xp compurer?

Is there a way to not have Win98 try to install software when it boots and finds new hardware? I have a TV card plugged in a pci slot and it is configured with one hard drive but not with another hard drive that just goes on the internet and I don't want Windows trying to install software for it.
