explorer has caused a fault in kernel 32.dll

I have lost my connection with both Explorer and Netscape. My modem checks out OK. Tried using the recovery disc and installed Windows ME twice but still no connection. As anyone else had this problem?

I get a an error message when explorer starts up. The error message is "Explorer has caused an error in ~75838366893.TMP. If the dialog box is closed as intructed the desk top is cleared of all buttons and the computer stops resoponding.
